Will you go straight to the hotel, store luggage, find dinner or head toward the coast? Put that first hour on the same map as your intercity ticket. Your phone battery, luggage, travel companions and daylight all affect whether one extra transfer feels trivial or exhausting.

KTX works well when you want to reduce uncertainty on arrival day
If you have a short stay or want to preserve part of the first evening, KTX can be valuable because it makes the arrival day easier to control. Its advantage is not only speed; it is the chance to check in earlier, eat without rushing and decide afterward whether you still want a coastal walk.
That does not mean the train automatically delivers you to your hotel. Check the final local connection before assuming the journey is finished at Gangneung Station.
Bus can make sense when your timing is flexible
If budget matters more, your departure time is flexible or your first evening is only for dinner and rest, a bus can be perfectly reasonable. The trade-off becomes less attractive when you have a dinner reservation, a planned coastal evening or an early start the next morning, because any delay then affects a much tighter chain of plans.

Compare the money you may spend after arrival on taxis, extra transfers or luggage handling. The cheaper intercity option is not always cheaper door to door. Likewise, the faster option is not automatically worth it if you will only check in and sleep.
